Looks like raw.github.com is offline.

As it happens, I'm migrating to gnome.org, and the gtk-osx-build repo is already transferred. Try setting the moduleset to 
http://git.gnome.org/browse/gtk-osx/plain/modulesets-stable/gtk-osx.modules
