Indeed. This project is an extension of Gtk for (e.g.) the inkscape developers to prepare a bundle to distribute their package to OSX users. You may have the necessary tools assembled, but you don't have the training or experience, and a fair amount of both is needed. You can either spend a few years learning, or you can go bug the inkscape folks to do it.
