When tearing off a GtkToolbar from a GtkHandleBox the Toolbar is not dispayed anymore.

Hello,

When i tear off the toolbar from the handle box the toolbar it becames
a simple arrow button which displayes the toolbar items in a menu when
pressed.

I would love to still see the toolbar as a bar, which is what everyone
would expect.
