Error converting from UTF-8 to STRING

I get a few of these messages on app startup, and when I create a new
window.  Am I missing locale files, or what does this mean?  I am
running on a minimal embedded system.

(svs:2457): Gdk-WARNING **: Error converting from UTF-8 to STRING:
Conversion from character set 'UTF-8' to 'ISO-8859-1' is not supported
