GIMP generally does not use modal windows.  AFAIK the only
modal dialogs in the app are `Close all tabs' question when
you attempt to close a multi-tab dock and an abort message
when the app fails to initialize.  There are probably a few
in plug-ins, however plug-ins are separate processes
therefore their windows are not modal with respect to the
app.
