In strace output, X11 reads its locale database for C:
/usr/X11R6/lib/X11/locale/C/XLC_LOCALE, instead of
that for ja_JP: /usr/X11R6/lib/X11/locale/ja/XLC_LOCALE.
So there's no possibility of X11 to handle Japanese
correctly.
