The online API reference is the same thing as in the tarball.

For me:

 http://developer.gnome.org/doc/API/2.0/gtk/

Comes up, it just is defective (because of the problem with the
stylesheets.)

But the version in the 1.3.10 tarballs should be fine, because
it was generated on my machine, not on developer.gnome.org.
