This is a formal Request For Discussion (RFD) for the creation of a
world-wide unmoderated Usenet newsgroup comp.soft-sys.wxwindows.
This is not a Call for Votes (CFV); you cannot vote at this time.
Procedural details are below.

Newsgroup line:
comp.soft-sys.wxwindows	Discussions related to wxWindows framework.

RATIONALE: comp.soft-sys.wxwindows

This group should be used both for the discussion of programming using
the wxWindows framework as well as for the discussions of related to
developing the framework itself.

wxWindows is a free cross-platform GUI C++ framework which may also be
used as a general purpose toolkit (not just GUI) and may be used from
either C++ or Python programs. It is constantly being developed and
has a lot of users both in the academic and commercial communities.

Currently, wxWindows has a number of mailing lists: a list for
wxWindows developers <wx-devel@wxwindows.org>, another one for
wxWindows users <wx-users@wxwindows.org>, a list specific to using
wxWindows from Python language <wxPython-users@wxwindows.org> and
several others. The combined volume of these lists is rather high
according to the statistics from http://www.egroups.com: the
number of messages in wx-devel was 2058 in March 200, 1922 in
February and 1388 in January with additional 783, 424 ad 375 postings
to wx-users during the same months. The average number of messages per
day was 76 during this period. There are 706 unique users of wx-users
and wx-devel lists (mainly oriented towards C++) and additional 359
users on wxPython-users list.

wxWindows mailing lists have been in existence since several years and
the number of subscribers and messages to them steadily increases.
An even more significant increase is expected after the next stable
version of the toolkit is released (due soon) and with availability of
wxWindows ports to other platforms (several are in progress
currently).

CHARTER: comp.soft-sys.wxwindows

The comp.soft-sys.wxwindows newsgroup should be used for any
discussions related to wxWindows framework without limitation to any
language (C++ or Python) or platform (porting to a currently
unsupported platform may be discussed here).

Examples of correct postings include (but are not limited to) the
following subjects:

- questions related to using wxWindows
- discussion of current or future wxWindows developments
- bug reports

Examples of unwelcome postings:

- questions about C or C++ language except when directly related to
  support for C++ feature or lack of thereof in wxWindows (e.g.
  "Should destructor of the base class be virtual?" is inappropriate
  while "How can I use exceptions with wxWindows?" is not).
- platform-specific programming questions unrelated to wxWindows
  (specifically questions about Win32 API are unwelcome)
- questions about using wxWindows answered in the FAQ

The newsgroup is not moderated. Posting of binaries and
advertisement is strongly discouraged. As an exception, advertisement
is allowed for the announcement of products directly related to
wxWindows (either written for wxWindows or using wxWindows) and
small patches to wxWindows may be sent in binary form to the
newsgroup.

PROCEDURE:

This is a request for discussion, not a call for votes.  In this phase
of the process, any potential problems with the proposed newsgroups
should be raised and resolved.  The discussion period will continue
for a minimum of 21 days (starting from when the first RFD for this
proposal is posted to news.announce.newgroups), after which a Call For
Votes (CFV) may be posted by a neutral vote taker if the discussion
warrants it.  Please do not attempt to vote until this happens.

All discussion of this proposal should be posted to news.groups.

This RFD attempts to comply fully with the Usenet newsgroup creation
guidelines outlined in "How to Create a New Usenet Newsgroup" and "How
to Format and Submit a New Group Proposal".  Please refer to these
documents (available in news.announce.newgroups) if you have any
questions about the process.
