problem compiling rpms

I'm using a mandrake 7.0 and when I try to compile various gtk programs with
"rpm -tb file.rpm" I'm getting errors. with gdk-pixbuf for example:

/bin/sh: gtkdoc-fixxref: command not found

and later:

Bad exit status from /var/tmp/rpm-tmp.66267 (%doc)

and no rpm is produced. Does anoyone no what is gtkdoc-fixxref and what package
provides it?
