scrolled window size?

how do you size a top level window so that the scrolled window undernith
fits perfectly? i have a scrolled window which displays an image and
sizing it to that image makes the scroll bars appear (policy is set
automatic). i dont want to just add x amount of pixels because that may be
different for someone using another theme.
