Can't find GTK+..

I run the configure script for a program I'm trying to install and I get
the following error :

checking for GTK - version >= 1.1.14... *** GTK+ header files (version
1.0.6) do not match
*** library (version 1.1.14)
no
configure: error: Cannot find GTK 1.1: Is gtk-config in executable path?

bash$


Not sure what I did this time that was different as opposed to last
time.  Any help is welcome, and thank you ahead of time.
