Indeed they are. Check in /usr/include and /usr/X11R6/lib for gtk*  

getting rid of old libraries is usually not enough. You must also get
rid of the header files associated with them.  The best way to find out
which header files to ditch is to see which header files your new
release has installed to /usr/local/include (in slackware, this is
generally where they get installed to) and compare the filenames to the
aforementioned directories.
