GTK+ GUI target for emacs?

I was curious whether or not the FSF (or anyone else) had considered
making a possible GTK target for emacs as standard in Emacs 21. I know
that the current version will target Motif, Athena, raw Xlib, etc. as
a ./configure option, but Emacs is currently the ugly duckling on my
Gnome desktop, and could benefit from a facelift as well as some other
things. (I'm thinking that being able to write elisp handlers for DnD
events would be pretty cool, for example.)

I guess I'm also wondering why this hasn't been done yet. Is GTK that
different from the other toolkits (or is the UI and the main app so
tightly coupled in emacs) that this is really a major undertaking?

Please cc me on any replies.

thanks,
wb
