I use Emacs 20.3.1, and although I don't use the pull-down menus, they are
there.  An Install Shield version of Emacs for Win95/98/NT/2000 is at:

I, too use Emacs for all development, particularly because it gives me
a common user interface, no matter on/for which platform I'm developing.

There is even a cua-mode for Emacs that gives you Ctl-X, Ctl-C, Ctl-V
Cut copy and paste operations a-la-Micro$soft.  CUA stands for Common User
Access, dating back to the days of text-mode editing.
