man gtk-config 		# to find out what it does or
locate gtk-config	# if you have run updatedb since gtk install 
			# check your cron jobs (mine gets run daily - RH 5.1)

On my systems (RH 5.1 & SuSE 5.2) it is in /usr/bin/gtk-config
