Then how about a "level 0" gtk?  This contains only the "base"
widgets.  Then, also available from ftp.gtk.org are "level 1" widget
libraries.  I believe that some central coordination is necessary
because I can see already that a number of useful widgets have been
written but are languishing but for a method for distributing them.
