You might want to take a look at the Xlogmaster source since it does
exactly that... check out the homepage at
http://www.gnu.org/software/xlogmaster/xlogmaster.html
and find a FTP mirror near you.
The Xlogmaster does scroll to the end of the text and then keeps the
vertical scrollbar on a constant position relative to the end of the
file...
