transparent popups?

Hello gtk folks,

I would like to have a pixmap move over the
screen to create some funky, superflous effects.

I could use a popup window with a pixmap, but
popups have a grey background. Can I make popups
transparent? Then my pixmaps could fly over the
other windows. 

And there comes a similar issue to my mind: Can I
get access to the root window and draw my transparent
pixmaps into it?
