another new version of gtk+

So I lied the other day. I said the version of gtk+ I had just
uploaded to ftp://ftp.xcf.berkeley.edu/pub/pmattis was going to be the
one in the next version of the gimp. But bug fixes have caused that to
not be true. A new version has been put up. This one fixes the
compilation difficulties and some nasty bugs the gimp brought out.
