Why does stable pango require unstable fontconfig?

Why does the latest stable version of pango (1.34.0) require an unstable version of fontconfig (2.10.91)? Or,
why hasn't there been a new stable release of fontconfig (2.11)? I am the maintainer of pango in MacPorts and
we are still on pango 1.32.5 because of this.
