fonts.conf is always required regardless of platform. (Why else would
it be included also in the runtime package (zip archive) for Windows?)
Have you moved the libfontconfig-1.dll file from its original location
relation relative to the fonts.conf file? Don't. They need to be in
the same relative positions to each others as in the zip archive.
Otherwise the code in fontconfig won't find the fonts.conf file. And
note that I say *relative* position, i.e. you can install the tree as
a whole wherever you like.
