Randomly untranslated menus

After changing Dia to the GtkAction framework in version 0.96, we're seeing semi-random menu items not being translated.  For instance, for the bg translation (which is 99% complete, with no fuzzies), untranslated menu entries include Page Setup, Layers, Zoom and several others that a) have been in the program forever, and b) are clearly found in the .po file.  Which exact menu items are untranslated differs from language to language.

Has anybody seen something like this and can give a clue to what's wrong, or have some idea for what to look for? It's currently blocking release of the next (yummy!) version of Dia.
