PANGO_VARIANT_SMALL_CAPS?

Hello!
I'd like to ask, what's the status of PANGO_VARIANT_SMALL_CAPS?
Is it working and if yes, how is it supposed to work?
I.e. does it require special fonts with the small-caps variant?
Does it work with fontconfig then? I haven't found any (free)
fonts that would work with it - the only fonts I found are
the TeX's cscsc*, but they are not recognized as such with fc/pango.
Shouldn't it rather just use normal fonts scaling them appropriately?
(Small caps are often used as unobtrusive way of emphasizing text
beside italics, for example to mark names of authors/editors in bibliographies,
so it is a typographic feature, that is quite important...)
