hmm - that looks like the case.
However, for some reasons, standalone Devnagari vowels signs are not
being marked with the dotted circles. That was creating more confusion.
In a related note, IIRC, apparently, M$ is trying to implement a system
where
ZWJ+Vowel Signs
would render the standalone vowel signs only (no dotted circle). Dunno
if it is a documented feature though :-) (however, this is an important
feature, since grammar books and primers often need to display the vowel
signs without any asscociated consonant).
