You'll need a concrete proposal for how the system "should" work.  I'm not 
at all wedded to the current mechanism, but it does solve a host of 
problems not addressed in other systems.

It may be as simple as providing Pango a way to locate fonts with the 
proper OT tables for each shaper.  That's a trivial extension to the 
current matcher.
