devanagari isn't


i have an application that uses pango to display devanagari.  It works on
two of my machines.  However, another machine isn't working.  Maybe i forgot
all the steps to make it work?

1. i set the locale to en_US.utf8 using dpkg-reconfigure locales (/etc/locale.gen).

2. Add the pango fonts to the font path.

dev-14.bdf  dev-18.bdf  dev-24.bdf  fonts.dir    raghu.ttf
dev-14.pcf  dev-18.pcf  dev-24.pcf  fonts.scale

joshua remix:~$ xlsfonts |grep dev

3. Run my app with the language set to mr.

  LC_ALL=en_US.utf8 LANGUAGE=mr redael

On two of my machines, this gives nice marathi glyphs.  However, the other machine
just displays lots of squares, as if the glyphs are not available.  What else
can i check?
