indeed it is the first time I hear of such font encoding.
There is however the Microsoft Windows font encoding CP1255;
it seems mostly compatible with the ST 1311-1, with those differances:
<U05F0> /xd4 HEBREW LIGATURE YIDDISH DOUBLE VAV
<U05F1> /xd5 HEBREW LIGATURE YIDDISH VAV YOD
<U05F2> /xd6 HEBREW LIGATURE YIDDISH DOUBLE YOD
<U05F3> /xd7 HEBREW PUNCTUATION GERESH
<U05F4> /xd8 HEBREW PUNCTUATION GERSHAYIM
and various extra typographic chars.
The X11 font encoding name used by XFree86 for such fonts is
"*-microsoft-cp1255"
it would be nice to add support for such fonts, as they are much better
than pure *-iso8859-8 ones.
