Assuming the devhelp2 file isn't too different to the existing one, it
will be quite small compared to the actual documentation. Is there any
reason not to just generate and install both devhelp index files all the
time?
As for projects like GStreamer, the best solution would be for them to
start using gtk-doc's gtk-doc.make instead.
