Magic Includes

Reading sections-file.txt from gtk-doc, it says "if you set it outside
all sections, it applies to all sections.  if it's inside a section, it
applies only to that section."  Yeah, well I put some within sections
and poof!...no include.  So I look at the gtk-reference to see how its
done.  There aren't any!  And the includes still show up!

What gives?  Where's the magic?
