Why not organize a 48 hour bug validation blitz were both everyday users and devs check as many bugs as they can to see if they are still valid, duplicate, etc.
Those without bugzilla access such as myself could update the bug with something like: checked for bug blitz 2012 Still valid in Gtk3.x or no longer valid in, etc this would avoid duplication of effort. Once users have no longer wish to check anymore bugs they would post to this mailing list a list of invalid/duplicate bugs that need to be actioned by those with access.
I have seen this done in many other open source projects. Also as an incentive often there is someone named bug champion for checking the most bugs.
Anyway this is just a suggestion and would need to be organized by someone with more influence than myself.
