cross compiling GTK+ on Linux for Windows

I am trying to cross compile GTK+ 2.16.6 as found here[1] on Fedora 13
for Windows.  I found instructions [2] including an old jhbuild
moduleset[3] (GTK 2.12.7) which is also broken (e.g., zlib 1.2.3 is no
longer available).  Is there a newer jhbuild moduleset?  How are the
binaries in [1] built?
