I don't think it's customary to mail the list about such changes on
master, is it? I mean, I didn't see such notices for the few other ABI
breaks in this cycle already.

Either way, I don't think we should have such a policy - our
infrastructure (commit mail, rss feeds) is good enough to not need to
do this (personally, I follow glib master and other git trees via my
RSS Reader).
