Those can be adjusted via environment variables and by using

Sometimes. Perhaps always in GTK, Cairo, and Pango. Not in dbus or
GConf. (Dbus at least uses XDG. GConf doesn't.)
Haven't yet looked at gnome-vfs or gnome-keychain. But none of those
are GTK+ problems, so let's just drop it.
