Whether or not blinking is involved, the problem for us in
gnome-power-manager and in a lot of GTK+ apps was the speed of it. And
GetScreenResources didn't give the option to not make it blink, and just
follow on from events.
The only application(s) where a full-fledged GetScreenResources that
checks on new outputs when called is useful are applications that will
actively want to configure outputs. In GNOME's case, that's just
gnome-settings-daemon and gnome-display-properties.
