I'm not sure I understand the situation ... GTK+ hasn't built since
GTK+-2.8.0 unless Pango includes pango/cairo; if pkg-config --exists
pangocairo fails, the configure script bails with:
AC_MSG_ERROR([
*** Pango not found. Pango built with Cairo support is required
*** to build GTK+. See http://www.pango.org for Pango information.
])
