Cross compiling is not a problem to be solved, but to be avoided. :-)
This configure wrapper may help:

It won't help much if you don't use configure, but it will create
convenient pkg-config wrapper (which works unless it steps onto
one pkg-config bug, which I've seen invoked only in pygtk so far). You need
to modify GTK_PREFIX, PKG_CONFIG_PROGRAM, and MINGW_TOOL_PREFIX
in there if it's different from what you have.

Cross-compiling may be made easy! After spending half life on fixng it.
