Well, it hasn't changed in a way you're unfamiliar with, because you've
already changed it for menubars (F10 now cycling between them, rather
than F10 then Ctrl+Tab to cycle between them).... I can't remember
whether that change is documented in this bug report or another one.
The main questions I guess are whether everyone's happy to include
toolbars in that F10-cycling order as well when the time comes (Bill
still had a bit of a reservation I think, although we're kind of running
out of shortcuts if we want to use a different combo for toolbar
cycling), and whether that's technically acheivable for both types of
toolbar.
