This problem came up some with the perlbug script 
distributed with Perl; people often have (say) Netscape set
up to mail through an external server, but may not
have things set up on their system so that /bin/mail
works.

This isn't a major problem ... we can certainly provide
a bug-posting form on the Web, or have such people
compose the email by hand. But it's something that will
happen, so I thought I'd point it out.
