If I understand what you are talking about, Tim Janik implemented
a widget called GtkWrapBox recently that does pretty much this,
which he wanted to put in GTK+-1.3

I can't see this going into GTK+ proper. GTK+ doesn't try to organize
the high-level structure of an application.  This seems like a higher
level thing that belongs in a separate library, or maybe in GNOME.
