The three libraries are in C. gnome-weather is written in javascript and uses the gobject-introspection (gi) middleware to call into the C libraries. The syntax is different but semantics are the same as a client program written in C.

Essentially try using libgweather with geoclue and geocode-glib.

You can also look at the gnome-weather source code to see how it is
all used.
