@GSETTINGS_RULES@ not resolving

I recently had to reformat one of my linux boxes.  When i went to build my
code, however @GSETTINGS_RULES@ made it all the way into make Makefile.
 This coded worked yesterday, and still works on my other boxes.

I remember having this problem before, but i can't remember what i had to
do to fix it.  Can someone point me in the correct direction?
