No, it is supposed to be replaced at run-time. That is, the
pango.modules file can *either* have real, true, paths from the
end-user machine, *or* the configure-time paths from the machine where
Pango was built. In the latter case (if Pango notices at run-time that
the paths are the configure-time ones), the run-time prefix will be
spliced in instead. But the run-time prefix can be determined only if
the Pango DLL is installed in the standard location, i.e. in the "bin"
subfolder of the installation prefix (with the modules then in
"lib/pango/1.4.0/modules").
