Cairo and GDK

From the notes on the GTK web site it appears that Cairo is going to be 
used for rendering in GTK 2.8.  It seems Cairo will have it's own interface 
and will not be wrapped (sit under) GDK.  Has this been confirmed for sure 
yet?  If Cairo will not sit under GDK then will GDK eventually be 
obsolete?  I ask these questions as I am about to start work on a graphing 
widget for an application I am writing and would like to know what I should 
be using.  P.S. I am developing this application under Windoze.
