For me it works as expected. I just added a gtk_main(), a gtk_init(...)
and a print()-callback and it works (on Debian Sarge gtk+ 2.6.4)

For gtk_menu_popup I used ..., 0, gtk_get_current_event_time());

Maybe something else is wrong in your code?
