Nope. It's to behave as it's common in the platform.

It have nothing to do with bogus apps.

ITOH, What if you application is running on Linux, Unix or OsX ? 

It will not open a console window for error writing. 

Why should it be different on Windows ?

If you app hangs on Linux and you want to know it's output you've got to
redirect strderr/stdout to a file, or open a console window and run the
application from there.

The same can be done on windows.

Or, May be you're advocating for open a console for output in all
platforms ?

If not, I don't see the point.
