why not give people a choice?

What do you mean? This is Free Software, people have the choice to
build the software in any way they like and provide to others. As long
as they follow the license.

People have the choice to provide separate distributions of GTK
optimized for size, for speed, for different processor models, with
various features left out (even main GTK selling points like i18n,
non-Latin script support) etc. Leaving essential features out would
certainly be a very silly idea in my and most GTK developer's opinion,
but the freedom is there.
