peculiar character in gtk app

I see a peculiar character (reproduced below)

in an entry widget displaying data from a postgres backend. I have
checked the data as it is pumped from postgres and cannot see why this
should happen.
I have also seen this character appear in the file selection dialog on
some gtk/gnome applications as well.
What does it mean?
