help: using a shortcut to drop down the file menu

newbie question.
When the user presses a key (such as 'm') I want to drop down the file 
menu, but I can't figure out how to do this.
I've tried using accelerator keys.  They work great for activating menu 
items, but I couldn't get the file menu to drop down.
I also tried using gtk_menu_popup.  That worked ok, but it poped up 
where the mouse was and not where the manubar was.  Also I was unable to 
navigate to different menu's using the left and right arrow keys.
