What version of GTK are you using, what files did you download, and
from where? There was a problem like this in gdk/win32, but it was
fixed a while ago. (See http://bugzilla.gnome.org/show_bug.cgi?id=118575). 

GTK+ "snapshot" (i.e. corresponding to what was in CVS at some date)
binaries for Win32 with this and other bugs fixed are available from
www.gimp.org/win32/downloads.html.
