Like as opposed to what theme ?

I guess that usualy you will install your theeme with your application
somewhere like:

~/."application_name"/gtkrc

and then you load your theme with:
http://developer.gnome.org/doc/API/2.0/gtk/gtk-Resource-Files.html#gtk-rc-parse

I'm absolutly sure that I'm reading your question wrong.

Are you writting this "GTK program" ?
